It's a tie. The scene from Code: Veronica where Steve dies is really sad. The ending of FFX mad me tear up.

Some scenes in FF VI are really sad... like the death of Cyan's family or those flashbacks from Locke and his love...

The Halo 3 ending really did it for me. Especially the part where Master Chief enters the stasis pod and says to Cortana: "Wake me, when you need me." It was kinda sad with the background music and seeing Cortana being the only one awake and utterly alone, not knowing how many years would pass by before they made contact with somebody else.
