Every pokemon game is pretty much a remake in my opinion. Fancier graphics but same ole same ole

You can find a sort of remake as a GBA ROM. It's not perfect but it's probably the best we'll get

Google around for Pokemon: Shiny Gold, its a remake that someone made themselves. I like it, but its nothing compared to what Nintendo could do.
