ones like Tales of Symphonia, where maybe if you play differently you can get a MAJOR plot change, stuff like that is intriguing. Also, when the game doesn't really end after you win. I like ones that you can use all the stuff you had and just enjoy how far you've come.

All games that still have levels even after you complete them. Like the 3D Mario games, you usually only need 60 stars/whatever to beat the story but there's still another 60 stars after that.

And Zelda with all of the sidequests and items to collect. And attempt at doing the whole game with only three hearts.

Most replay value would have to be Portal because even though I've completed it so many times I still can't believe how well they actually coded the portals and how intuitive the gameplay is. Also the achievements.

Like seinyuuN/A said,
any smash/melee game. I've never got fed up with Tekken :-)
And the multiplayer mode is simplistic yet enough for the average players

I'm a huge fan of the 4X games (Civilization, Alpha Centrauri, etc.). Those can be replayed a ton of times.

resident evil 4 has got to be one of the greatest games of all time! even though ive finished everything in it i still often go back and play it. i guess thats jus because theirs no other game like it.

Resident Evil 4 has some decent replay value since you can play through it once and then again with the same weapons

Ocarina of Time.

There's so much crap that I can never get, and the game's just plain fun. Music's great too.

Forest temple scares the bejeebers out of me though.
